Mark Palmer

Mark Palmer grew up in southwest Indiana near the history-rich city of Vincennes. A graduate of Kentucky Wesleyan College, Mark played on its 1973 NCAA Division II national championship basketball team. Mark earned his law degree at Mercer University Law School in Macon, Georgia. After graduating from law school, Mark served for three years as an assisted prosecuting attorney for the Bibb County, Georgia State Court. During that time, he tried over 50 jury trials and numerous bench trials. After returning to Indiana, Mark served an additional three years as a deputy prosecuting attorney for Gibson County during which he prosecuted a variety of offenses from misdemeanors to murder.

In 1984, Mark was elected to the Indiana House of Representatives. Mark served three terms in that chamber. Within 1989-90, Mark served in the equally divided House and was co-chair of the Financial Institutions Committee. In 1991, Mark joined a law firm in Indianapolis and began representing its clients before the Indiana General Assembly and state regulatory agencies.

Mark maintained his practice within a traditional law firm setting until 2017 when he broke away from that model and formed Market & Capitol Advocacy. Mark is a member of the Georgia and Indiana Bar. He is also a member of the Government Affairs Society of Indiana and recently concluded his term on its board. Mark serves as the vice president of the Grouseland Foundation, an organization that preserves and supports the former Indiana Territorial Capitol and presidential home of William Henry Harrison.

Chaka Coleman

About Mark Palmer

Chaka represents clients on regulatory and legislative matters before the state legislature as a lobbyist. Drawing from over a decade of public and private sector government affairs experience, Chaka is able to navigate legislative interests to protect the value of the organizations she represents. She helps clients navigate both market and non-market environments by assisting with the development of a complimentary government affairs strategy.

Chaka graduated from Indiana University Robert H. McKinney School of Law with a Juris Doctor degree. She also holds a Bachelor of Science degree in Business Management from Indiana Wesleyan University. During law school Chaka was a summer clerk at the Indiana Court of Appeals and also interned in the Quality of Life Unit at the Marion County Prosecutor’s Office. Additionally, she was a co-fellow in the IU McKinney Program on Law and State Government.

Prior to joining Paganelli Law Group, Chaka worked for the City of Fishers and the Marion Superior Court. She spent her early career at FedEx, where she worked closely with U.S. Customs and Border to overcome the regulatory obstacles her import consignees faced.

Chaka enjoys living in Carmel with her family, where she serves on the Mayor’s Advisory Commission on Human Relations and is a member of the Carmel Rotary. Chaka is also a member of the Indianapolis Bar Association and served on the organization’s Board of Directors as the Accountability Director. She currently serves on the Indianapolis Bar Association’s Commission on Racial Equality, Diversity, and Inclusion and also serves on the Board of the Bishop Joseph D. Farris Senior Living Center. Chaka is a member of both the Government Affairs Society of Indiana and the National Black Professional Lobbyist Association.

Market & Capitol Advocacy understands that organization leaders have two core, fundamental values:

  • To protect the value of the organization, and
  • To create new value, resources and opportunity.

A recent survey found that governments and regulators were second only to customers in their ability to affect an organization’s economic value. The intervention may be helpful or harmful but in either case, the forces causing the impact lie outside and cannot be adequately addressed by the organization’s traditional market-based decision-making process. These outside forces create a non-market environment that consists of the social, political, and legal arrangements that structure interactions among organizations and their public relations.

Non-market government and public affairs

Because non-market forces can have a major impact on an organization’s ability to fulfill its two fundamental values, they warrant the same high level of attention in business strategy as do market forces. Market & Capitol Advocacy can assist an organization in developing a governmental affairs strategy to complement its traditional market base decision-making process to help navigate both its market and non-market environments to help provide certainty, predictability, and opportunity.
